Yes. It downloads, but that's all that happens.

So if you download a file, they still have to be installed. If it's a .zip or .rar or .7z file, they are compressed and need to be extracted with either 7-zip or winrar utilities. Once you do that, if it's a Poser type file, it will have a structure like this:

Runtime-

-geometry
-textures
-readme

Those files would have to be copied or moved into DAZ Studio's runtime folder in order to access them inside the program.
