..Though as I recall, my first reaction to the scene with the Geer's report is that it was Spock's job to be disciplining him, not Jan's.

You mean Mr. Barker? The simple reason Jan is the one speaking to him about the report is because she was the one trying to read it. ;)

Sure; but still, she should've said to Spock or Scotty "Hey, Barker's report is awful. Do something about it." Spock, because crew discipline is the First Officer's responsibility, or Scotty, because he's Barker's supervisor. Bypassing them is bad for the chain of command - it suggests they can't do their jobs. And getting discipline from the Captain is usually a signal that you have done something very very bad. The Captain is a very big stick to smack someone with.
