Because stories about everything going smoothly are boring?

And Pyotr has a point. Rachel's just decided to lose gracefully. But let's face it, if the colony suddenly came under major terror attacks, they might - if they fully embrace the Federation's "violence should be used only when no other choice remains" ethic - choose to pack up and go home. Of course, neither Pyotr nor Rachel know that, and that ignorance is why Lehern thinks the colony is a good thing.
